Cinderella law of Korea: playing game between 00:00-06:00 is strictly prohibited

The Youth Protection Revision Act is a shutdown law, commonly known as Cinderella law which prohibits children (under 16) to play online games between 00:00-06:00 to develop good sleeping habits. The legislature passed the law on 19 May 2011 and it went into effect on 20 November 2011.


However, this law only applies to online games but does not affect mobile games or console games. Due to the difficulty in the practical application of the law, the government banned Xbox and ps5 completely. The government faced many criticisms, even many cases were filed again this law by game manufacturers. Ultimately government decides on 2 September 2014 that parents can request that their children be exempted from the law.


This all started in October 2014, when a civic group introduced shut-down law to the government. The forum was formed by advocacy. Kim Jae Gyeong of the Grand National Party suggested proposed the Protection Act amendment in 2005. This was that early vision of shutdown law. Game manufacturers and the ministry of culture’s actions and lobbyists shatter the vision. Not long after Kim Hi Jeong, of the Grand National Party, comes with a new thoughtful idea to prevent and solve internet addiction, including online games. This bill would require games to warn players that the games are addictive and penalize players. This was also a failure for the same reason.


On 10 July 2008, Kim Jae Gyeong proposed the Juvenile Protection Act. According to this act game provider needs to forbid teenagers to play games between 00:00-06:00 along with that there was a penalty set-out for those game providers who did not comply- two years in jail and a fine of up to $10,000. One year later after facing much criticism and allegation, the government decided to do an amendment that said- It requires parents' approval to play online games and requires games provider to warn the player about game addiction. After many suggestions and proposals, the shutdown law went into effect on 2 September 2014.
