The picture you are seeing is not photoshopped. His name is Paul Karason who suffered from a rare disease called 'Argyria' that causes his skin to turn blue. Argyria is a condition he developed from ingesting large amounts of silver that were contained in supplements he was taking to treat acid reflux and arthritis. He claimed that the supplement works exactly as expected and cured his ailments.
According to Karason the process of changing skin color was so slow that he didn't even realize it until one of his friends asked him why he wearing makeup all over his body. He said never faces any health issue because of his skin color but sometimes, he gets irritated explaining his condition to a lot of curious strangers. However, his rare blue skin brings him fame: he appears in many talk shows and was most talked-about topic at that time.
